The Information Commissioner’s Office (ICO) found that the company targeted people struggling with debt. Many recipients never agreed to receive marketing messages. Investigators also discovered texts that falsely warned of bailiff action to pressure people into responding.
The regulator said the campaign broke UK privacy laws and deliberately targeted financially vulnerable individuals.
Millions of Messages Sent Without Consent
According to the ICO, KRA Consultancy Ltd sent more than 5.5 million illegal spam texts between April 2022 and May 2025.
The company promoted debt management services through unsolicited text messages. Many recipients had previously applied for loans, but they had not given permission to receive marketing.
The campaign triggered more than 60,000 complaints. Mobile phone providers also recorded thousands of spam reports linked to the messages.
Fake Bailiff Warnings Alarmed Recipients
Investigators found that some messages contained false claims about debt enforcement.
Several texts warned that bailiffs would visit recipients within 48 hours to seize property under a court order. The ICO said these statements were completely untrue.
Officials believe the company used fear to encourage people to contact the business. Many of those targeted already faced financial difficulties.
ICO Investigation Uncovered Ongoing Violations
The ICO searched the company’s offices and the director’s home during its investigation.
Officials discovered that KRA Consultancy continued sending illegal spam texts even after the regulator launched its inquiry. That decision generated another wave of complaints.
Investigators also found little evidence that the company checked whether people had consented to receive marketing messages.
Company Ordered to Stop
The ICO issued a £300,000 fine and ordered the company to stop sending unsolicited marketing texts.
The regulator also noted that KRA Consultancy promoted debt services without registration from the Financial Conduct Authority.
Officials said businesses must follow privacy laws before contacting consumers. Companies that ignore those rules risk substantial financial penalties.
Consumers Should Stay Alert
The ICO encourages people to ignore unexpected marketing texts and avoid clicking links inside suspicious messages.
Consumers should report illegal spam texts through their mobile provider’s reporting service or directly to the ICO. Those reports help investigators identify repeat offenders and take enforcement action against companies that break the law.
