A Norway government DDoS attack has disrupted shared public digital services, causing login problems, slow responses and temporary outages.

The attack began at 03:38 CEST on Monday and targeted infrastructure operated by the Norwegian Digitalisation Agency, Digdir, and its service provider Vivicta.

Digdir supports key public-sector systems, including digital identity services, electronic signatures, secure digital mail, online forms and data exchange between government agencies.

Attack affects public logins and e-signatures

Digdir said several services became fully unavailable for short periods. The agency has stabilised many affected systems, but some services still face partial disruption.

ID-porten and eSignering remain among the services affected by the attack. Users may experience failed connections, long loading times and delayed logins.

The Norway government DDoS attack also affected services that rely on Digdir infrastructure but did not directly receive malicious traffic.

Altinn and tax services report login issues

Altinn, Norway’s main digital communication platform for citizens, businesses and government agencies, reported operational problems and login issues.

The Norwegian Tax Administration, Skatteetaten, also warned users about login difficulties. It encouraged people to try again later if they could not access digital services.

These disruptions show how an attack on shared government infrastructure can affect multiple public platforms at once.

Digdir reports no data breach

Digdir director Frode Danielsen said the agency has found no evidence that attackers breached its systems or accessed personal data.

The agency has notified the Norwegian National Security Authority and the Norwegian Data Protection Authority about the incident.

Danielsen also said attackers have targeted Digdir three times in recent months. The agency previously faced DDoS attacks in June and again on August 3.

Authorities have not identified the attackers

Authorities have not attributed the Norway government DDoS attack to a specific group or country.

Some Norwegian media reports have raised the possibility of Russian involvement. However, officials have not confirmed any connection.

Digdir continues to monitor the attack and restore affected services. Users can expect intermittent issues while the agency works to maintain stable access.
